The second stimulus package popular among many in Washington
The idea of a second round of economic stimulus checks being sent out sometime this fall or next spring has been gaining steam in the hallowed halls of Congress. It has been mentioned by a number of Democrats including House speaker Nancy Pelosi, as well as other prominent politicians from both sides of the aisle. Pelosi talked about the first rebate, and the possibility of a second just last week:
“The rebates had “a positive effect,” Pelosi added, “except they have been offset, as has been said by our experts, by the rising costs in other necessities for the American people. So while they may have saved the second quarter from a technical definition of a recession, the fact is that we are into a third quarter and we need to have another stimulus package.“

For the politicians a second round of stimulus payments are a no brainer. In an election year like this the pols are looking for just about any way they can to sway the voters. Giving their constituents money seems to be a great way to do that.
Even if a second round of checks is passed, it sounds like it probably won’t happen until fall at the earliest:
Harry Reid of Nevada, said it would be “really hard” to get a package put together before the August recess, indicating that the issue was unlikely to gain momentum before the fall.
Today Barack Obama continued his pledge for a second round of stimulus payments if he is elected:
Obama said the economy needs both short- and long-term fixes, including another round of “stimulus” measures from Congress to revive the economy and a longer-term focus on renewable energy to curb high gas prices and on universal health care to trim costs. He said he would move “rapidly and vigorously” to respond.
So even if we get a second check, it probably isn’t going to happen for a while. So don’t count on that extra income in your budget! Check out my article for some ways to create your own “stimulus income“.
First check – just not enough? Will a second stimulus be more effective?
The first check doesn’t seem to have had enough of an effect, and any positive effects that they did have seem to have been offset by rising gas prices, food prices and prices of other essentials.
From what I’ve read around the blogosphere it also seems that a lot of people didn’t spend their first rebates. A creditcards.com poll conducted March 7-9 by GfK Roper Public Affairs and Media found:
half of Americans don’t have spending in mind, with 26 percent saying they’ll pay off some debt, and 24 percent planning to save it.
So a quarter said that they planned to save their stimulus payment, and another quarter said they would use it to pay off debt. Not exactly the outcome that the government had hoped for.
Would people be more likely to spend a second round of stimulus checks? My guess is that more people probably would spend it. The fact that they’ve already used one payment to pay off debt or save means that a lot of people will feel like they “deserve” to spend their second check. I think you would see much higher numbers of people actually spending their stimulus checks the second time around.
Is a second round of checks a good idea?
Is it a good idea to continue doling out checks until the economy picks back up? Or would it be better to just let the market correct itself, even if it means a bit of pain in the short term? I’d love to hear your feedback on the topic.
Personally I’m of the opinion that the stimulus checks are more smoke and mirrors than actual solid economic policy. I can’t see these checks having an appreciable effect. I’d rather see a cut in taxes, help for those that are creating jobs, and progress on new drilling for oil to help reduce gas prices. An increased focus on other sources of renewable energy would be a good step as well.

I really believe that a second stimulus check would be a blessing from God! Only He knows the struggles that we as everyday working people face financially. We have been living from check to check we have four kids to support and believe me it is so hard! I would use the money to meet all my family’s needs and pay off bills that we owe! please send the checks they are very much needed!!!
we would use ours to save our home, my husband has been unemployed for almost a year now and we are on the brink of loosing our home, our kids already have accepted there will be no christmas this year…

Living as I live now, check to check; I realise that I am not going to get ahead until my final loan is paid off. With 2 years left on this loan and making it ok. (Each time I run outta money and start getting low on food, I get paid again.)
So what would I do with a 2nd Stimulus? Blow it.
Christmas presents, new Cooking pans, maybe have a nice bar-b-que with steaks and actually a few beers.
Why stash away my life’s earnings to make a legacy on earth that won’t matter one bit to me when I’m dead. I’d much rather live life to the fullest and have fun enjoying things.
I would be excited to get another stimulus check…Especially before Christmas. I would give some to my church and use the rest for Christmas, which is what the government would like us to do.. spend it! with the price of gas and even a gallon of milk, it is hard to budget anything for Christmas.
if we get a 2 stimulus my check (based on who much it is) well go to credit card debt. I getting rid of my cards yeah baby!!!!!!!
Why save it? It’s not like it’s thousand of dollars, the way jobs are some people just can’t put it away. Myself I’ll pay off bills when I say bills I mean two or three bills, because 600.00, is nothing, give me 6000.00, now I’ll can say I will save some of it, spend some of it, and pay bills with some of it. Everyone doesn’t have a good job and two family income, some of us just get by check to check but we are not crying about it, we are just dealing with it and can stand proudly because we can’t do it for years.
SPEND IT if it comes in time for Christmas!! Thats what I would do with a second check. IF it came after Christmas I would pay my bills.
Like my dad always told me…Money is not the answer to money problems. I nEVER understood this until I was an adult. Yes…a second stimulous payment would provide a small relief for most americans. However, it is a very small and temporary relief. In my opion, it would create more false hope for people. Insted of giving us all a thousand dollars to spend…give our counrty better wyas to manage money. Consolidate debt and learn to not re-create it. Attatched with that payment make a class required to look into your own debt through current government programs like consumer credit managment. Hope fully, people will seee the reality and help the government hellp us by not just asking for relief…but learning how to use it.
I really think its a bad idea. For one everyone I know only got like three hundred to five hundred dollars. The first checks did not help anyone in my town and in fact it seemed like after all of the money was given out one of our top factorys in our town laid almost everyone off. I thought things was suppose to get better. I only recieved like four hundred dollars and I paid bills with that little bit of money. I couldnt invest that money or anything. People are in to much debt to be trying to help to fix things they have their own familys to support and own bills that need to be taking care of time. Yes its helps out a little but in the end it is just going to make things worse. I am just happy my husband has not been laid off yet.
I don’t think a second stimulis check is the answer to the problem in the economy. The government needs to stop trying to save everyone else and save it self. giving people free money is not going to teach them how to work with their own money and just have them rely on the check “to fix problems.” If anything pay for classes for people to go learn about money management so they wouldn’t have to hope for another check, but know how to spend the checks they work for (if they work)
I agree, there ought to be some sort of a mandatory personal finance class in high school, or something along those lines. For now though, check out our financial peace university class!

Well, I was affected by Hurricane Ike, and apparently all that I lost wasn’t covered on my insurance policy, so trying to rebuild with a 2nd stimulas check would be awesome. I think the people that say the government should pay for classes on how to manage money, don’t have a thing to worry about in life, and until they are in some of our shoes, they don’t need to assume that “we” don’t work, because me personally would not be able to take a day off work to go to the class, if it is on a weekend I would need daycare for my kids, and probably wouldn’t be able to budget that extra day in anyways. Unless the people who don’t need the extra money can babysit for us “poor folks” (for free), and FYI we would like to some day not have to worry about money too.
Tammy, You really ought to check into a financial peace university class in your area. Usually they are taught at churches, and the class that we’re helping lead has free childcare available as well. It might be worth checking into!
I would use it to pay bills.
It’s not always a matter of not knowing how to handle your finances. Sometimes its just a matter of not having as much coming in as what is going out. I work full time. I have only one child, and am a single mom. Our home burned down 3 months ago and we lost everything. A second stimulus payment may not be the fix but it might just let my son have a christmas this year.
I think a second check would be a great idea if it comes before christmas. I knoe that christmas istn about buying gift but it is the biggest shopping season of the year with the extra money many people would spend it .I know I would because i work in retail and sales have fallin alot and because that our hours have been cut and i dont have the extra money i would put away to buy gifts and my kids some clothes and shoes that i normally would buy for the winter
I’d use a second check to pay bills like we did with the first check. Times have been so tough we’re just trying to make it till we get our tax return. Another check would help out greatly.
I’m sure all Americans over 18 and making under 50k a year (individually) NEED a second check. With prices as they are, most are behind, in debt, and just making ends meet. Stimulate the economy? How about being able to pay your bills? Mortgage? CC Payments? With layoffs as they are, and not many jobs out there, Americans need relief until there are more jobs out there.
Get a Clue Washington, Not everyone makes over 100k a year, and can afford to ‘Wait’ for the economy to ‘Pick up’.
Looks like a third and fourth stimulus check are on the way by christmas. Spend, Spend, Spend is the motto of our government. We are going to have to pay for all this one day though.

I will probably use it for Christmas for my 14 year old son!!!
We would use most of the money to pay down our credit card bills but, with Christmas coming, I would spend maybe 25% of it on Christmas gifts. With today’s prices, we don’t make enough money to be able to afford to save it.
I think a lot of people (myself included) will use it to pay down debt. Salaries are not increasing with the cost of living. I am a state employee and we got a measly 2.75% increase this year. That amounts to maybe 20 bucks a month for me. With unexpected expenses and high food and gas costs it seems impossible to get ahead. I think most people would be thrifty with their check, rather than having a spending spree. I don’t think it would produce the response that the government would hope for, but if they’re willing to hand out the money I’ll gladly take it!
I will spend it! If we get it before christmas it will go to buy my kids presents. We have three kids and my husband is barely working 30 hours.We are scraping by right now and throwing christmas into this is a nightmare. Most of the shops and factories around our home have closed or done lots of lay-offs. My husbands work is trying very hard to keep the them as long as they can. People just aren’t hiring. It is cheaper for me to stay home than to pay a sitter and bring home a few dollars. If any with gas. I would love to say that we would pay down debt but my kids are still so young and believe in Santa and if he dosen’t show it would be worse then a late charge or over limit fee on a stupid credit card that I used to buy something stupid and impulsive when we had the money to throw around. As for what it will do in the future, I really don’t care! It sounds ignorant but I can only live for now seeing as now is what I am experiencing. If they decide to send out a second stimulus I will thank my lucky stars for it and worry about the rest later. We can only live in the now in a time like this.
I feel a second check would help out the less fortunate alot more. Some of us lost our jobs and are on lay-off due to this economic crisis and I feel some of us do need help. The people that feel different maybe you should give your checks to someone less fortunate. Not everyone does need it but the ones that do will appreciate it. I will not have Christmas for my three boys if this does not happen. I am struggling since I got laid-off and have been applying to many jobs. But nothing as of yet. So this would be a good thing for some people!!!
I think a stimulus package like the one the banks received would sky rocket our economy. With 700 billion dollars they could have given every American 1 million dollars instead of giving it to the banks (who are privately owned). The whole stock market thing was only a big issue for people who have the money that’s why it was considered a crisis ..their wealth was at risk. But the average American is in a crisis everyday but you do not see it get nearly as much publicity as the stock market. Nancy .P said the 1st stimulus package worked (a little)= giving the American people money helps the economy, so then why give the banks 700 billion dollars in the name of saving the economy and as they are giving them the money they are calling them predators on the American people at the same time and AIG is laughing on their way to the bank and next party. A second stimulus for me can go two ways 1) If it is a decent amount like: $1500-2000 then that’s fine I can do a something with that. 2) $150-300 is a joke and a slap on the face. :Keep running after the cheese little mice:
I have heard so many people say “give everyone a million dollars, you can do that in place of the 700 billion bailout” 700 billion divided by 1 million is 70,000. I’m possitive there are more amercians out there than that.

i would not even wait to cash i would just take it straight 2 da store n hand it 2 dem .if it is a second one i think the part time people should b included cuz sum of us dont make enough money 2 b added n da stimulus n we just as hard as the people who were able 2 get da stimulus…..
If there was a second stimulus check it would help out alot for the economy. If there is 700 BILLION dollars that is going out to help out the market, And AIG recieved some of the money and go on a 400,000 spending spree weekend, Then yes I agree that we need a second check. it would help out the economy a great deal.
I would sure spend it. With the cost of gas, food, nd daycare our family offour and a two income home has gone to a one income home. Yes, needless to say my husband makes good money but like they say the money you have the more you spend. We went way over our heads and now dont have the money to pay it because we lost about 35,000 a year with me now having to stay home. Christmas has me in tears… I have a son that will be 3 in Feb and a daughter that will be one in January and Christmas is a big deal to my son right now, but there isnt any money there to buy anything, not even enough for all our bills anymore. We have a 13% interest rate on our house, payment of over $1300 and the gov’t gives all this money out but the companies (CHASE) are not willing to help their current borrowers out, this is why there are so many forclosures, we make our house and utility payments but cc are jsut not being paid. Is this fair for us not to get money too? All the mortage companies will do is buy fancier furniture, give bigger raises, and probably a large christmas bonus, why not help the people that need it. I was all for the bailout, but it isn’t being used responsibly. Yes I would spend it all to give my kids a Christmas of rememberance.
Several people have commented on your site and mine that they need the check for Christmas shopping, or to offset the rising cost of gasoline, food, etc. To these people I say take control of your own destiny, and do not sit around waiting on the government to solve your problems.
Need extra money for Christmas? Start saving earlier, or get a side hustle through the holidays. Can’t afford gas? Drive less, consolidate errands, downgrade to a smaller car. Food costs got you down? Cut coupons, eat less meat, stockpile when things are on sale. The point is you are responsible for managing your income, and despite how big or how small it is, if you can live a lifestyle that requires less than your earn you will do just fine, stimulus check or not.

U can only stretch a dollar so far! U say to start saving earlier..that would be nice if there was money to save. Obviously you do not understand the concept of scraping by. It means we are robbing peter to pay paul every month. Paying what we can to keep food on the table, a roof over our head and lights on. There isn’t room for much else. I have three children and it would be impossible for me to get a job and pay the high price of babysitting. After I pay for gas and a sitter I am where I first started..broke! I have only one child in school so even a sitter for two kids can be expensive plus before and after care for the other. We clip coupons and try to do as many errands in one trip. We have to have a Van because three carseats do not fit safely in any vehicle that would give me better gas milege. As for getting a new car, I would have to sell the old one. Who has the money to buy it? I have seen so many cars around here for sale and they have been and will continue to be for longer than I bet the seller anticipated. We are not lazy people. Both I and my husband are college graduates. There are no jobs for our degrees, nobody is hiring right now. He works at a factory barely working full-time. He does do mechanic work on the side to make extra money but things just can’t get paid. If we lived a lifestyle with less of what we earned we would be in a one bedroom apartment on the wrong side of town. Get real man! Walk a week in my shoes and maybe your next post would be a bit different. If we get the check we will spend it. It is just the way it goes. We need the money, government gives us the money, we will spend the money. Must be nice to have all the answers like you do.
I tottally agree with you on it being hard to survive and pay bills and take care of the family the only thing I don’t is the exscuse of NOT working do to having kids my other half and I avoid the baby sitting problem by one of us working day shift and the other one working grave yard when they come in in the morning I leave for work and I pull extra shifts on the weekends when possible it sucks but it has to be done..I too hope they send a second check the last one caught us up on our electric bill and rent it would be nice to be able to have christmas we had to forgo on the birthdays this year..Heck they take enough out of what little pay I get I’d like some back to use..I earned it…

However, here in the “REAL” world, life is not always so cute and dry. I am greatful to my parents for raising me to be extremely frugal(CHEAP), Even so, I intend on supporting this package and SPENDING my ?cash? like I have been broke months…… wooohooo!!! Wal-Mart, here I come………..
I dont like your comment one bit. I do cut coupons, every week and I am online all week looking for them too, I gave my mom my car and my husband and I now share a civic, great gas mileage. It is hard for me to find a job to where I can make enough to pay for childcare for a 2 and 1 year old, also i lost my babysitters and I have not found one I am comfortable leaving my children with. I have changed all light bulbs to energy saving, I give my kids a bath together, I unplug all electrial things not being used, I sweep my carpet to not use the vaccum unless I have too, I use any left overs to make a new meal, even goolosh, I have cut back everyway that my family could but when you have to use your savings because of misfortunate happenings and your household income is cut then it is a little bit hard to make curtain there is money for christmas, seasonal clothing and shoes, doctors copays, medicine, and many other things. this will one day bite you in the but and when it does I hope you think of me and my family
It’s interesting to hear politicians talking about another round of stimulus checks in an effort to help the economy. For some people the stimulus check might be what they need to put food on the table due to a job loss or other reasons. Others, like me and my family, would save it for a “rainy day”.
Interesting how much the politicians fancy and expensive wardrobes are costing, with $$$$ dollar amounts spent on new clothes for both sides of presidential race being broadcasted in recent days. “Regular Americans” are having to be more spend-thrifty, while presidential candidates are strutting around in their fancy new digs. @ashleigh: I wasn’t referring to you directly, but since you took offense, allow me to clarify my comments. If you are the victim of a layoff, or had to resign to take care of your kids, that is truly unfortunate in terms of the opportunity cost lost to earn an income, and I do feel for you and your family. However, to open your original comment you said, “We went way over our heads and now dont have the money to pay it.” Well, we have all gone over our collective heads and this is why the economy is in such a mess.
From your second comment it sounds like you are making some great frugal choices, and I applaud you. I hope things work out. And as for something biting me in the butt one day…I have already been “bitten in the butt” by a similar experience, and I do know what it’s like. Just because I don’t want government intervention doesn’t mean I’m sitting on thousands of dollars here. Our family struggles just like yours to maintain a single income with two kids.

@frugal dad, I do appoligize then. It is just very upsetting. We owed the IRS $1800 from 2005 were liberty tax services messed up our taxes and we were not aware of it and of course they state it was our fault not theres and so our first stimulus check went strait to that. We didn’t find out about it until after we filed our taxes for last year. Also I am just frustrated becasue my kids, especially my soon to be 3 year old, says “I want Santa to bring me that for Christmas” and there really isn’t even any money for it. What do you say or do? I lie awake at night crying becasue at one point and time we had enough savings to give our kids whatever they wanted. My daughter was a preemie with digestive tract problems ($2000), a dermatoid cyst on the back of her head($6000), both had to have tubes put in ($1500), shots, ect. and that is where our savings all went. Being at home with my kids is very important to me but providing to them is more important. If I could go put them in daycare and find a job so that they have a house to grow up in and not move around like I did and be able to grow up with friends, unlike me, then I would. There are more Christmas’s to come and if I dont get a check I wont be upset but if I do I would be thankful. My kids will have a little christmas even it comes from help of family, good will finds, or off of craigslist. I am just hoping to give them what they ask for. Once again I do appoligize
@Ashleigh, depending on your income situation, your kids may qualify for Christmas toy donations. Angel Tree, Salvation Army and others donate Christmas gifts to needy children, so you might want to check and see what is necessary to qualify for that.
I also forgot to mention the recent reports about the high cost of hair cuts and hairstyles for our political candidates that have been reported in the news over the last few days.
Hearing about such expenditures for political candidates hair cuts doesn’t sit very well with “regular Americans” who are worrying about paying for their basic needs or how they will manage to get by when they’ve lost their jobs in the current economic situation we’re in. A case of “do as I say not as I do” perhaps?

It’s hard when tough times come calling. I know all about that. My wife almost died earlier this year from a blood clot in her leg, my car is dying, I’ve been sick off and on, I had several hundred dollars worth of stuff stolen, etc. (we’ve also had mysterious tax issues a few years ago) We’ve just been bleeding money all year. It’s hard when everything that can go wrong, does.
Even so, I remember growing up that some of the most memorable Christmas’s were the ones where my parents (who weren’t making much money – we even ate that delicious government cheese!) gave me gifts that weren’t expensive, or were more heartfelt. My mom would give me books bought at a secondhand store, or a handmade gift. My dad would make something in his woodshop. Being creative counts for a lot! Kids can and will appreciate it!

Spending more money than you make doesn’t work at home and it doesn’t work for the government. Eventually we have to actually pay for all this money that both Dems and Reps keep spending. Until then we can pay 10-15% of the annual US gov. budget towards just interest on our loans.
It is a house a cards and our expensively dressed private plane flying politicians don’t seem to get basic personal finance.

The money comes from our pockets in the form of taxes and I have read Obama’s plan, a lot of promises to spend money and cut taxes which means much more debt. If I am missing something, I would love to have a link. I would love to be wrong and have the our next president understand basic personal finance.

If people remembered what christmas was all about…not having money for christmas would be ya least problem. Alotta families go broke over a family holiday???? the first check was a good idea. but most people spent it on bills just like i did. getting another on would be a good idea. expecially this fall or winter just before christmas. that was people are more then likly goin to spend it in the stores then save it and pay house hold bills. i work in retail and so many people are already saying they cant spend as much as the have in the past. even though gas is down bills are up.
I will do what I did with the first one, and save it. The first one just messed us up for next year with receiving our income taxes back so lets see how they can give us “advances” on our own money and not tell anyone for the second round.
I would payoff debt then start saving and get rid of credit cards.

I hope we do get a second check, I would like to have mine before Christmas, I won’t be able to buy much for my children unless we do get a second check, I think if they did pass them out late november or early december, most people would spend them on christmas presents, and that would definetly boost the economy.

Does no one care that you children will probably be paying off the ’stimulus’ when they are adults at the rate we are going?
Is it fair that generations ahead should be burdened with paying for our 2008 Christmas gifts?

ALOT OF PEOPLE ARE TALKING ABOUT SAVING THE MONEY. IF YOU HAVE KIDS LIKE I DO, THE BEST THING WOULD BE TO PUT IT TOWARDS CHRISTMAS. I KNOW ALOT OF PEOPLE THAT COMPLAIN ABOUT NOT HAVING ENOUGH MONEY AROUND CHRISTMAS, SO BE WISE AND LET THE KIDS COME FIRST THIS TIME.
I WOULD USE IT FOR CHRISTMAS I DON’T GET TO BUY FOR CHRISTMAS I HAVE FOUR CHILDREN AND THERE SPOUSES BUT I ALSO HAVE NINE GRANDCHILDREN AND ONE GREAT GRANDUGHTER THAT I HAVE NOT EVEN SEEN IT WOULD BE NICE TO GIVE HER A GIFT THE FIRST TIME I SEE HER SO IT WOULD SURELY BE A BLESSING TO ME BEING ON SOCIAL SECURITY THAT WOULD BE THE ONLY WAY I COULD SO PRAY MUCH FOR US TO GET THAT CHECK. I’M SURE SOME WILL USE IT DIFFERNT BUT THE IDIEA IS TO BUY FOR THE ECONOMY
I would use it to go to see my family that is over 900 miles away, The US GOV doesn’t pay the men and women who fight for this counrty enough to support their familys and have a life at the sametime. And the minnamum wage is so low that you have to decide between bills and food. I think the GOV. owes me. End the end I pay more to the US then they will ever be willing to pay back.
Im praying for another stimulus check before christmas. Im 22 with 3 young kids and my husband is the only one working. I have put in 23 job applications and can not find a job. It’s extremely hard for us to pay our bills. If we do not recieve another stimulus check before christmas my kids will not get to have a christmas. The economy is so scary.
I feel it would be a good idea.. Food is so spendy and when you have children to take care of it at times is very overwhelming…Being a single parent was hard enough. I hope this happends..I would pay my bills a month or two ahead of time just to get caught up…God Bless all of you..Have a nice day.

I would spend it on things our children need. The last check went on bills, which helped alittle, but this time going to spend it on something my babies want. We are going to be in dedt no matter which way you look at it, so why not give it to the kids this time!!!
